The WindowsUpdate.log file is the log file for the Windows Update Agent. It
doesn't include useful diagnostics when the update itself fails. However, I'm
not certain how Vista logs update installations; we still use XP at my site.

You say you've downloaded the file directly from the Microsoft site; have you
tried installing it in Safe Mode? Failing that, I suggest you either contact
Microsoft as detailed below, or start a new thread here detailing your problem.
(Since we don't even know what operating system the original poster is
running, never mind whether your problem is the same or not, keeping the threads
separate helps us to avoid confusion.)
