Here is a solution to the KB823353 install problem.
(credit to Michael Leithold for the solution)

1. download the patch manually from the Microsoft Download site
2. install the patch without version checking (command line option /n:v)

Download the patch --
a. go to www.microsoft.com/downloads
b. search for KB823353
c. select the first item in the list
d. download the update
e. save to c: ... do not open

Install the patch --
a. go to the Start Menu, Run
b. type c:\IE6.0sp1-KB823353-x86-ENU /n:v
c. press return

tip -- after you type c: you can select the file name
from the drop down list and save some typing, just be
sure to add the switch option "/n:v" to the line before
pressing return.

Hi Scott, but does this resolve the possible root cause of the problem? Have
a look at how I resolved the problem on my PC running Windows2000Pro SP4.
The subject title of my post is 'KB823353 & KB837009 Resolution'. I did not
have to install KB823353 using a download and disabling version checking. My
solution installs KB823353 from the Windows Update site.

regards.
