KB824301 hotfix

We're experiencing the problem described in KB824301 where
we get an idialer.exe error while trying to connect a dial-
up session using certain phone numbers on W2K Pro machines
which have SP4 installed. The hotfix associated with this
issue fixes the problem, but we've noticed the versions on
the replaced files are in between SP3 and SP4. Does
anyone know if there are any potential security issues
involved with rolling these dll's back from the SP4
versions? I realized it's a kind of who can predict the
future question, but I'm hoping someone might have had
this sort of discussion with Microsoft before.

A hotfix will never downgrade the DLL-versions on the files...

That KB article is just listing wrong version numbers for the
files in that update. If you extract the update, you will find
the following versions:
