Okay, it took some digging, but I think I found the problem.There are 2
separate patches, one for pre-SP2 systems.
This is a snippet from the article, and then I also posted the link to the
site to get the correct patch...however, be advised that I cannot attest to
it's accuracy. I have SP1, and download the correct patch with no problems.

This cumulative patch, KB834707, for Internet Explorer 6 (Windows XP SP2
version) includes all previously released patches and eliminates newly
discovered vulnerabilities. Importantly, Microsoft have begun
differentiating between the version of Internet Explorer that was included
with Windows XP SP2 and Internet Explorer 6 SP1 on pre-SP2 or Windows 2000
PCs. Yes it's a confusing scenario. If you have XP SP2, get this update. If
you have Windows 2000 or XP without SP2 (such as SP1), download the other
update here.
