Most likely this update "MS04-13 Cumulative Security Update for Outlook
Express" has been superceded a gazillion times.

The patch will report as "Needed" if it's not installed, and a later
Cumulative Update for OE is not installed.

If you have a later Cumulative Update for OE approved, the /latest/ one that
is approved will be installed.

Until the installation is complete, the system is rebooted (if needed), and
the report-after-reboot is completed, this update will continue to be
reported as "Needed", but will not install. Once the WUA reports that a
later update is installed, this update will become "Not Applicable".

Generally it's recommended that you *decline* superceded updates,
particularly those of the Cumulative Update for IE/OE type.

Do you have Windows XP service pack 2 installed? If so, you *can't* install
this patch; it doesn't apply to your system.

What version of inetcomm.dll and msoe.dll do you have?

Harry.

Try a search? E.g.:

http://groups.google.com/groups/sear...t=0&scoring=d&

(filtered to highlight relevant threads likely to have responses
and sorted by date to try to capture current thinking)

FWIW here was my last take on it (Sept 2005! Yikes!)

Why not? Select the update from the list, right click. click on DECLINED.

The only reason you wouldn't be able to decline it is if it's already
DECLINED!

In which case you wouldn't be able to see it unless you were specifically
looking at declined updates.

> My manager wanted to install this patche

KB837009 Cumulative Security Update for Outlook Express (MS04-013)

was superceded by

KB823353 Cumulative Security Update for Outlook Express (MS04-018)

which was superceded by

Windows XP Service Pack 2

As Harry noted, unless you're not running Windows XP SP2, the update is not
installable!

Or, assuming you at least have Internet Explorer 6 Service Pack 1 installed
(on WinXPSP1),
which would also have installed Outlook Express 6 Service Pack 1,

then KB923353 is superceded by

KB911567 Cumulative Security Update for Outlook Express 6 Service Pack 1
(MS06-016)

both of which, btw, are *unsupported* and *insecure* environments, anyway,
and the *recommended* updates are:
[a] Install XP Service Pack 2
[b] Install the latest Cumulative Security Update for Outlook Express
for Windows XP
(KB929123 / MS07-034), released today.

This is quite odd. I am on XP SP2, and this patch is identified by Windows
Update as a High Priority patch.

As I do not use Outlook Express, and the patch describes itself for OE
(Cumulative Security Update for Outlook Express for Windows XP (KB929123)), I
choose to ignore it. Explain to your boss if you are using the full version
of Outlook, this patch is not necessary.

Good Luck!

This isn't the patch we were talking about. KB837009 is a very old patch, which
doesn't apply to service pack 2. KB929123 is a current patch, released last month.

That's not necessarily true. It may be possible for a security fault in a
component of Outlook Express to be exploitable via either Outlook or (more
likely) Internet Explorer. I'd have to research all the fixed vulnerabilities
to see whether or not this was the case - this is a big job as there are a lot
of them. Better to just install the update; it won't do any harm.

Harry.
