Why not? Select the update from the list, right click. click on DECLINED.
The only reason you wouldn't be able to decline it is if it's already
DECLINED!
In which case you wouldn't be able to see it unless you were specifically
looking at declined updates.

which was superceded by
Windows XP Service Pack 2
As Harry noted, unless you're not running Windows XP SP2, the update is not
installable!
Or, assuming you at least have Internet Explorer 6 Service Pack 1 installed
(on WinXPSP1),
which would also have installed Outlook Express 6 Service Pack 1,
then KB923353 is superceded by
KB911567 Cumulative Security Update for Outlook Express 6 Service Pack 1
(MS06-016)
both of which, btw, are *unsupported* and *insecure* environments, anyway,
and the *recommended* updates are:
[a] Install XP Service Pack 2
[b] Install the latest Cumulative Security Update for Outlook Express
for Windows XP
(KB929123 / MS07-034), released today.
