I am sorry you are hitting this issue. Would you mind checking a field in
the registry? Here's how:
*WARNING* - Changing the registry improperly may result in degrading or
eliminating functionality of the Microsoft Windows operating system or
Applications installed on Windows. You are cautioned to backup your
registry before making any changes.
For Windows 98, backup the Registry:
1. Click Start
2. Click Run
3. Type: regedit
4. Press the <Enter> key, or click OK
5. In the Registry Editor window, verify that "My Computer" is highlighted
6. Click Registry
7. Click Export Registry File...
8. Browse over to your system drive (usually this is C

9. In the file name, include todays date in the name, such as:
20050225-Backup
10. Click Save
Now, let's take a look at a single registry entry:
1. Still in the Registry Editor, click on the plus sign in front of
HKEY_LOCAL_MACHINE
2. Click the plus sign in front of Software
3. Click the plus sign in front of Microsoft
4. Click the plus sign in front of "Active Setup"
5. Click the plus sign in front of "Installed Components"
6. Click on the folder: "{02f78298-8af6-495c-9ecb-b6ae68678186}"
7. In the right-hand pane, double-click on the IsInstalled key. Verify that
this is set to Hexadecimal value "1".
8. If the key does not exist, go back to the left-hand pane and left click
on the folder you opened in step 6 until it is highlighted.
9. Right-click on this highlighted folder and then click New, then click
DWORD Value
10. When the key is created in the right pane, type the following exactly
(match the case of each letter): IsInstalled and then press <Enter>
11. Now that the key has the proper name and is highlighted, press the
<Enter> key again. This will open it.
12. Make sure the radio button is selected for Hexadecimal, and in the Value
Data section, replace the 0 with the number 1
13. Click OK
14. Next, in the right-hand pane, look for and double-click on the
ComponentID key. Verify that the Value data reads: "Q867282" (please ignore
quotes)
15. If this key does not exist, repeat steps 8-13, but with the following
differences:
a. At the end of step 9, after clicking New, click String Value
b. At the end of step 10, type the following exactly: ComponentID
c. In step 12, use the following text exactly: Q867282 (note, do not
use quotes, as the registry will do that upon entry)
16. Verify in the right-hand pane that there is a key called ComponentID
with a value of Q867282 and that there is a key called IsInstalled with a
value of 0x00000001 (1)
17. Close the registry
18. Reboot the Windows 98 machine.
19. After reboot, go to the Windows Update website and scan for updates.
Check to see if you are offered:
"Cumulative Security Update for Internet Explorer for Windows XP
(KB867282)" <--This, by the way, is the title I found in my installation
history for my Windows 98 box in my office.
