kb886903 will not install - Tried everything

Anybody find a solution to this update failure yet?

When I try to uninstall and reinstall the Framework as suggested on
other posts, it tells me it requires tempDD.tmp. This file does not
exist on my system.

Running WinXP Pro SP2 Net 1.1

I tried to re-install SP1 and it comlained about rollback. I'm sure I
never disabled rollback (I do Windows for a living) but the registry
entry was there.

Removing the policy fixed the update install issues for both kb886903
and kb886906.

I'm on an XP SP2 system, and the registry entries cited in the referenced kb
artcile do not exist on my system...
