It's a service; RPC is an acronymn for Remote Procedure Call

And for RPC there is a definition under "Remote Procedure Call"
in the Glossary. E.g. search for "Remote Procedure Call" (with quotes)
or just use the Index to open the entry for Glossary. Note that you can
search within articles by using standard browsing technique such as
doubleclicking where you want to start the find from and pressing Ctrl-f
to open the Find dialog.
Actually, in case you don't have the sc.exe command on your machine
you probably may be better off using a GUI approach to checking on the
status of that service. E.g. Run... services.msc, find that service
in the list and check its status.
