KB891861 doesn't install

Update Rollup 1 for Windows 2000 Service Pack (KB891861) doesn't install.
If I leave autoupdate on then it constantly wants to apply this update.
And it says that the install Succeeded everytime.
But the Baseline Security Analyser says that it is missing.
I have downloaded it and applied it manually and it doesn't seem to make any
difference. I used the log option on the install, but I don't see anything
obvious.
