KB893803 error code 0x80070005

I recently upgraded from XP Home SP2 to XP Pro SP2. Every time I try to
install Microsoft Windows Installer 3.1 it fails, forcing me to restart my
computer. I tried installing it from the Windows Update site, as well as
manually from an .exe. Here's what the KB893803v2.log kicks out at me:

If the OS is Windows XP Home, then you'll need to boot to Safe Mode and
logon with a User Account that has Admin privileges to be able to access
the Security tab in Method 3.

If those fail then download the Windows Installer CleanUp utility -
http://support.microsoft.com/kb/290301

Run it and only have it remove info for the Windows Installer 3.1
(KB893803v2)
If there's another version installed, uninstall that from Add/Remove
Programs in the Control Panel.
Reboot the system.
Download KB893803v2 and save it -
http://www.microsoft.com/downloads/d...displaylang=en

Close the browser and then install it.

Access the Administrator in Safe Mode to make changes. You should use
the Administrator only to make changes to other User Profiles

to give your usual log on User Profile extended permissions with the

In Method 3, when I open the Properties for the root hard disk, there is no
Security Tab. I have General, Tools, Hardware, Sharing and Quota.

In Method 4, all of the hives already have System set to Full Access.

I'm going to try the Cleanup Utility and see what that does.

Windows Installer does not appear in the Cleanup Utility, nor does any
version appear in Add/Remove Programs.

If I try to install KB893803v2 from the .exe, it fails with an "Access
Denied," removes the installation and forces a restart.

Changing the privilages in Safe Mode under the Admin account did nothing
different.

Why do I have a feeling that I'm gonna have to perform a complete restore of
my computer?

I'm not sure if your suggestion worked or not. During my last shutdown,
Windows Update automatically installed the downloaded file. The next time I
turned on the computer (2 hours later), Microsoft Windows Installer 3.1 was
already installed and running perfectly.

folder, having been unable to open it for 12 months.

So what Gerry suggested resolved the issue ? Then the User Account that
you were attempting to install from does *not* have Admin privileges.
By Default, Windows Updates will only install with an account that has
such privilege. By resetting the key by using Method 3, anyone can now
install updates :http://support.microsoft.com/kb/316524/

As you know I am not a computer expert but I think I can speculate as
to what happened.

In my case the computer went away for a day's holiday to the local
repair shop. When it came back I could no longer open the System
Volume Information folder. Access denied. Everything else worked after
I had reinstalled my programmes, except I had lost my partition
structure. I was not aware of any limitation of my User Profile. I
could download Windows Updates and do whatever I wanted, except I
could not open any System Volume Information folder. Using the
Administrator in Safe Mode to extend the permissions for my usual User
Profile enabled me to take ownership of one System Volume Information
folder and immediately I was once again able to access all System
Volume folders.

In this case you suggested using the Safe Mode Administrator to change
the other User Profile and method 3 may be likened to taking ownership
of a folder / file. It seems likely that you may not be correct when
you say "Then the User Account that you were attempting to install
from does *not* have Admin privileges." In my case it lost ownership
of one series of folders and needed Special Permissions to regain
ownership.

A Safe Mode Administrator has Special Permissions, namely to Change
Permissions and to Take Ownership. The Windows Update Registry is a
protected key. I would suggest that somehow the User Profile with
Administrator's Rights lost it's permission to access the key and
method 3 restored it's right of access.
