KB896424 Update does not install with Microsoft Update

This security update appears to be downloading, but shows as a failed update
in the update history. When I click the status link, there is no explanation
as to why. Does anybody have any idea why this update would not install on XP
Professional SP2? I am completely up to date on all other updates. H

Any clues in the log?

Click Start, and then click Run.
In the Open box, type %windir%\windowsupdate.log
and then click OK.


Scroll down towards the bottom for the latest entries to locate the error code(s)
associated with the latest failed attempt to download/install.

How to read the Windowsupdate.log file:

If necessary paste the contents of the log (the bits with errors in relating to the
update) so more information is provided to assist those who are trying to help.

Thanks for the reply....here is what the log says:

2005-11-12 06:22:47 1176 a68 DnldMgr *********** DnldMgr: New download job
[UpdateId = {1C6990A1-B6EB-48EF-AFE6-118CC120D22A}.100] ***********
2005-11-12 06:22:47 1176 a68 DnldMgr * Update is not allowed to download
due to regulation.

Not sure what regulation means? any clues

Demand on the servers exceeds capacity – basically telling you that Windows Update
Site has prevented your computer from downloading that day.
Try again later or download the update manually.

What is the resource for defining the
"DnldMgr * Update is not allowed to download due to regulation."
message as a server-side load error?

It's not KB896424, as that's the KB for the security bulletin MS05-053.

It's also not contained in KB902093 -- that I can see. A search for the term
'regulation' comes up empty.

A search for the phrase in the KB also comes up empty.

However, I'm still not sure why you keep referring me to the KB896424 link..
it has /nothing/ about my question.

As for the other links.. none of them are /authoritative/ about the message.
In fact, every one is speculative and/or based on what others have speculated
about the message.

So.. let me try one more time... Do you have an /authoritative/ source for the
meaning of the "regulated" message?

I tried the link to manually update 896424 but don't find a download option?
Who can I manually download it?
