KB896688 cause problem with Outlook Today and Windows Update Site

When I install the KB896688 update I have problems viewing any sites with
ActiveX controls. This affects the Windows Update site as well as the Outlook
2003 Outlook Today view. When I uninstall the update everything works as
expected. Has anyone found a fix to this problem that will allow the
installation of the security update?
