KB898461 Windows Update cannot install

I cannot install KB898461 either automatically from the website or manually.

When I try from the website I get error code 0x8009310B.
When I try manually I get error ASN.1 bad tag value met.

I have tried the fix recommended here by renaming spupdsvc. from exe to old.

This did not change anything.

Any suggestions would be appreciated.

I have the exact same problem. I have also tried to rename spupdsvc.exe
with no success.
