I had this problem on w2k sp4. I downloaded the exe from the site
below, instead of MS Update. I ended up stopping all services, after
rebooting and BEFORE attempting to start the install, that may depend
on cygwin, such as sshd, cron, etc., removing <drive>:\cygwin\bin; from
the PATH directive (so that it can't find the cygwin programs and
dlls), closing all additional programs that are cygwin programs, and
then running the MS update.
On a sidenote, when it finally did install, it failed to create the
appropriate registry keys/uninstall information. This was on a
Windows 2000 SP4 Machine.
I was forced to create the key
HKLM\SOFTWARE\Microsoft\Updates\Windows 2000\SP5\KB904706\Filelist
to enable Cisco Clean Access to let me get on with my life and finally
recognize that the patch was indeed installed.
