Yeah, that's WGAN - windows genuine advantage notifications.
It was a scandal when they pushed it out in mid-2006. They
laid off offering it for a while, but Ballmer is getting steamy about
Microsoft getting ripped off. Now it's back. Get rid of it, unless
you're fond of it for some reason. Freudi's uninstaller used to work:

You will have to unselect it at WU and check the "don't show" box
once you've gotten rid of it, to keep it from being pushed at you.
