KB905474 won't install from Windows Update or manually

I have attempted to install this update both manually and through Windows
Update. The manual installation appears to copy some files and then says
"WgaNotify Setup Cancelled". There is no error number with it. The automatic
says it is initiallizing then gives the same error and then says the update
failed. Here is the text from the WgaNotify.log:

compliance.

This is an OPTIONAL update that is **not required**. Suggest the next
time it pops up, click the yellow icon on the Taskbar.
UNcheck the box next to it and then put a check in the box next to
' Do not show this update again '
Click OK
