I have been trying to reinstall a box, but kept having problems with the
Windows XP Home OEM installation rebooting during the GUI phase. The system
would reboot and try to finish the installation. When it was able to finish,
it the system would freeze on the first Windows boot without getting to the
OOBE wizard. I would reboot the computer and it would boot to the desktop and
lock up again.
My installation worked fine after I removed KB909520 from the installation
files.
KB909520 is the software update for base smart card crytographic service
provider.

I do not know an absolute cause of the problem, but the motherboard is a
Soyo SY-TISU with a motherboard header for an ITE SIM card reader. Maybe it
was causing a conflict.
Anyway, I did get a successful installation. Here are all the patches that
