KB911567

Back in April an automatic update fouled up my address book, and then
locked me out of Outlook Express. I had to remove update KB911567 and
then reinstall Windows XP before I could get up and running again. I
have installed all security updates except that one. Is it safe now to
install it? Have they issued a patch? I'm not sure how to proceed.

It appears that the update was reissued due to these issues :

Error message when you open the Windows Address Book or you open Outlook
Express after you install cumulative security update 911567 (MS06-016)

The article explains how to recover from disaster when installing the
original patch. FWIW, I installed it on several systems with nary an
issue. Strongly suggest you backup OE and create a manual Restore point
just in case.
