If you want the effect of 913670, just uninstall 912475.

Thanks, that's actually what I figured the solution would be.

Has 912475 been removed from the WU/MU sites? For example, will a fresh
install of WinXP install 912475, then prompt to install 913670 (or basically
remove 912475)?
