Does anyone know the release date for the global time zone update which will
include changes for the United States DST change?

The blurb on the MS web site (http://support.microsoft.com/?kbid=914387)
says:

"Microsoft is waiting for the decision of the Canadian government to see
whether Canada will follow the daylight saving time changes in the United
States or if Canada will follow a different standard."

Well, Canada said yes.

The MS site also says it will be released November 2006, but we need to
change the back end of our email systems and don't want users sending and
accepting appointments until the workstations have this patch applied.

Thanks

There is no 'update'. You use the tzedit.exe utility or timezone.exe utility
(both available in the Resource Kit) to change a reference computer to the
new start and end dates for DST, and then export the registry key to the
rest of your systems. I would expect to see permanent redefinitions of the
time zone start/stop dates in the next service pack.

Configure the daylight saving time settings
Use the Time Zone Editor (Tzedit.exe) utility
Use the Time Zone Editor (Tzedit.exe) utility to set new daylight saving
time start and end dates for your time zone. This utility is included in the
Resource Kit for your version of Windows.

Method 1: Manually configure daylight saving time dates

Method 2: Export the registry key information (created from the use of
tzedit.exe in "Method 1")

Method 3: Use a logon script (to import the exported key info from "Method
2")

Use the Daylight Saving Time Update (Timezone.exe) utility
Use the Daylight Saving Time Update (Timezone.exe) utility to update the
daylight saving time start and end dates for the current time zone in the
registry. This command-line tool is included in the Resource Kit for your
version of Windows.

Actually, there will be an 'update' distributed. There is a test version
available now.

I should have included this link for clarity.

And reading the previous link further, I saw that it will be released
December 12th.

If my operation is completely within the Eastern US zone, do I need to
worry about this??

Yes you do. The update will change WHEN the changes occur. Unles you want
your computer clocks out of sync.

Appointments are kept in UTC anyway. The TZ only instructs the computer
as to which offset to use. You can set appointments now as long as the
patch is applied before the next DST change.

I believe that may depend on your calendaring software. If the client does
not have the patch and the server does, any appointments you make during the
new DST periods will reflect the old DST settings and will not change
because they are dependent on the client settings at the time the
appointment was created.

I don't know if this is true for all software but it is for ours.

Thank you for the clarification, Tom. It looks like the KB article is
intended for /unsupported/ platforms.

I didn't know about the utility already in testing. (It occurs to me that if
these values can be set by registry changes, then it should be a trivial
task to develop a Group Policy template to set those registry values at
will!)

Here's the answer to the question of WHEN.. it's in the link you provided<g>

The Windows updates are currently planned to be available for production
deployment for all customer starting in mid-November 2006 through Microsoft
Download Center. The update will be available via Windows Update, Automatic
Update, and WSUS starting on December 12, 2006. Updates will be posted to
this site as the final deployment date approaches.

I have not heard of an exact date for this patch release/s as of today for
DST. I am eagrly waiting to test it as soon as it comes out. .exe file
name's are listed at the below link for various platforms, but not the actual
file.
