One thing that I have noticed about KB916184 is that it Installs just fine
on a Windows Vista Build 5308 CTP Clean Install, however it continues to
Fail to Install whenever I Upgrade to Windows Vista Build 5308 CTP from a
Squeaky Clean Install of Windows XP Service Pack 2.

While still in beta i personally would always recommend a clean install of
vista to minimise issues. The only time I would recomment an upgrade from a
different op system is if you are specifically testing that builds ability
to upgrade, for example you are a managed beta tester on connect and are
planning on bug reporting it if it fails or has issues.

Just my opinion though, othere may disagree
