KB916281 can't install

      06-14-2006
I installed June updates for my computer. All installed but
the KB 916281. It downloaded but I cannot install it.
Keeps telling me "failed." This is the first time this has ever
happened during an update. Clicked on the failed
icon in the history list but nothing happened. No explanation.
Any help--Please!

Let's tackle the last problem first. If you get no response to clicking the
"Failed" red cross icon, then there might be thrid-party popup-blockers on
your system. Please disable all third-party products that might contain
popup-blockers, and try again. For instance, you should look at things like
third-party anti-virus, anti-malware, firewalls, and Google toolbar.

I have Norton Antivirus/Firewall, Adaware, Spybot on Windows XP SP!.
It really doesn't bother me that I can't see an explanation when I click on
the
failed icon. What I really want to do is just install the 916281 update.
Any help with that would be appreciated.

But to help you, we need to know the error number which is revealed when you
click on the "Failed" icon.

I have the same problem. WU file installation fails. I had to download
the separate files for the other June 13 updates and could install them
this way.
I downloaded kb916281 and tried to install it, turning off Norton AV.
It failed giving Error Code: 0x80070005 and posted a message saying
that Windows had been partially updated and might not run. I have not
seen any problems.
Microsoft has not answered my post on their forum (20 hours ago).
I have tried to do this update several times with identical results.

Check points:

Make sure the Administrators group has Full Control permissions to the Auto
Update registry key.
1. Use an account that has administrative credentials to log on to the Windows
XP computer.
2. Click Start, click Run, and then type the following command: regedit
3. Click OK.
4. Navigate to the following key in the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate\Auto
Update
5. Right-click the Auto Update folder, and then click Permissions.
6. Make sure that the Administrators group has Full Control.

Also check especially if the WindowsUpdate.log file will also read errors
0x80070005 and 0x80080005
(for Windows XP & Windows Server 2003
Locate the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate.
On the menu, click Edit. Click Permissions.
For Administrator and System, select the Allow check boxes next to Full Control
and Read permissions. NOTE: In certain instances, these check boxes are grayed
out. Ensure all accounts have appropriate permissions.
Click Apply, Click OK, Close the Registry Editor.
Restart the system.

If you're using Windows XP Pro make sure it hasn't been disabled by Group
Policy:-
Start/Run/gpedit.msc. User Configuration/Administrative Templates/Windows
Components/Windows Update. In the right pane, double click, Remove access to all
Windows Update Features and set it to the default "not configured"

Another workaround is to use Regmon and see for what keys get "Access Denied",
or
Restore the permission back to default

Regmon is a Registry monitoring utility that will show you which applications
are accessing your Registry, which keys they are accessing, and the Registry
data that they are reading and writing - all in real-time

If you're using Windows XP Home Edition check to see you haven't got the key
"DisableWindowsUpdateAccess"
Locate this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\
WindowsUpdate

If you see a key in the right pane called "DisableWindowsUpdateAccess", then to
access the Windows Update site, the data value should be a zero "0".
If the value is set to a one "1", then you are currently configured to DENY
access to the Windows Update site.
To change the data value, double-click on the key name and set the value to a
zero "0".

Now locate this key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Explorer]
Do you see the key called: "NoWindowsUpdate"
To access the Windows Update site, the data value should be a zero "0".
If the value is set to a one "1", then your PC is currently configured to DENY
access to the Windows Update site.
To change the data value, double-click on the key name and set the value to a
zero "0".

After you have changed the data values, close regedit and reboot the computer
and try Windows Update again.

I forgot to say that I am using W2K with SP4. The registry does not have the
ability to modify permissions. I am logged into an account with Admin
ability.
Where do I go to fix this?

I also am having same problem on 3 machines using administrator privileges.
Did other updates separately. Tells me there is an update, tries and fails,
then requires a reboot. Around and around we go. I give up and hope someone
has an idea on how to fix.

Windows 2000 Version 5.0 (Build 2195: SP 4)
Internet Explorer 6.0.2800.1106 SP1 128 bit

Installation Failure on Windows 2000 boxes on KB916281
Cumulative Security Update for Internet Explorer 6 SP1:
Error Code: 0x80070005

The Windows XP machines all worked fine.
