Update was downloaded but repeatedly fails the installation. Both Auto
update and via Windows Update website, failed. No other useful information
or links to follow.

It's for "Cumulative Security Update for Outlook Express 6 Service Pack 1".

Windows 2000
IE6 SP1 (and keeping that way for now, not IE7)

I also have the same problem. Since 12/13/06 I have not been able to install
KB923694 or KB923689. I have also encountered other problems since this
update problem started. My system (windows XP SP/2) has started having
unscheduled reboots. I also have three other updates in my list with
"bogus" dates.....KB890830 dated Jan 01, 9903 ???? Also KB922582 same date
and KB920685 also same date ?

I'm open for ideas/

Oh, there's a C:/WINNT/KB923694.log. Ta!

'Missing file oemiglib.dll', 'requires additional download', 'please install
again'.
This message is repeated throughout the log, which appears to accumulate a
new block of messages for each update attempt (msgs mostly incomprehensible
to me).

Since I have installed again (numerous times) and the same message presents,
I think there might be something wrong with the update, not correctly
stock-taking what it's got before deciding what it still has to download (or
doesn't need to download).

Is there a safe way to blow the partial update away and get it to download
again from scratch?

Check to see if you have a hidden folder
C:\Windows\$NTUninstallKB923694.log$.

First check Add/Remove Programs (make sure Show updates is checked) and see
if it shows there.
If so, Remove from there.

If not, check for folder the folder.

However, I checked the uninstall information that is to be done, I saw no
reference to oemiglib.dll.

I do have it on my system under C:\Program Files\Outlook Express, but it has
not been changed.
The Creation Date: Wednesday, July 19, 2006, 9:47:30 PM
The Modified Date: Tuesday, August 3, 2004, 11:56:46 PM
Version: 6.00.2900.2180

Have you performed a CHKDSK recently? Do ensure you drive is non-corrupted?
If update still fails, you will need to get that file from another system or
from the Windows XP Installation CD.

You need to look for oemiglib.dl_ and expand the file prior to installation.

Andmake sure you have the correct information. The title for this update
is:

Security Update for Windows XP (KB923694)

not

Cumulative Security Update for Outlook Express 6 Service Pack 1
