Check to see if you have a hidden folder
C:\Windows\$NTUninstallKB923694.log$.
First check Add/Remove Programs (make sure Show updates is checked) and see
if it shows there.
If so, Remove from there.
If not, check for folder the folder.
However, I checked the uninstall information that is to be done, I saw no
reference to oemiglib.dll.
I do have it on my system under C:\Program Files\Outlook Express, but it has
not been changed.

Have you performed a CHKDSK recently? Do ensure you drive is non-corrupted?
If update still fails, you will need to get that file from another system or
from the Windows XP Installation CD.
You need to look for oemiglib.dl_ and expand the file prior to installation.
Andmake sure you have the correct information. The title for this update
is:

not
