KB923789 (Flash update) treated by MBSA

Two situations:
#1 - no Flash Player from Adobe installed (win xp pro just installed)
#2 - Adobe Flash Player in currently latest version 9.xxxx installed

In both situations MBSA 2.0.1 claims this update - KB923789 - was missing.
But according to associated security bulleting this update
is for user of Adobe FP 6.xxx.

Tried to install this patch and it indeed successed.

What applies to ?
I don't understand actually these statements.
