KB927978 kills Windows Installer 3.1

Most postings in this newsgroup cite either Error Codes, or resolve to
software conflicts. My problem probably involves hardware. I have an Acer
notebook (Aspire 3000) with a memory upgrade to 512Mbytes. All of Windows
updates (except the MSXML 4.0 SP2 Security update) install no problem, but
when the KB927978 is included in the update session, the next time I attempt
an update I get the message "Files required to use Windows update vare no
longer registered or installed on your computer." Prior to several warranty
repairs, which included a couple of systemboard replacements, everything
worked as it should.

The fault occurs despite no other applications (including Antivirus or
AntiSpyware
products being present on the system, and HDD being formatted as FAT32 or NTFS
makes no difference.

My question: Is there a known CPU heavy load associated with the MSXML SP2
update which might be causing this problem. I am having difficulty in
persuading
the Acer Support people that there is a definite underperforming hardware
component on my machine.

I am running without the KB927978 Security protection against vulnerabilities.

Some times that error message has been resolved by reregistering the
Msxml3.dll
Go to Start > Run > type in

regsvr msxml3.dll
Click OK

Is KB927978 reoffered after it's been purportedly installed or are you
backing the system out of each install because of the error message ?

This works expect its

Some times that error message has been resolved by reregistering the
Msxml3.dll
Go to Start > Run > type in

regsvr32 msxml3.dll
Click OK
restart computer do updates

Thank you MowGreen [MVP] and Skynar, but as these solution s are already
documented, I have tried them without success. My question remains: Is there
a loading CPU problem with KB927978?

I have discovered MS06-071 ---- Known issues with this security update, to
do with the side-by-side mode installing the MSXML 4.0 SP2 Security update,
with a detailed procedure for overcoming this problem. I am trying that now,
and will report back with results.
