Is there any particular criteria for this update being shown on a computer?

All of my PCs are Windows XP Pro, but this update only shows up on 2 out of
3 of them.

And the one not to show the update is the one that's been crashing a lot
with errors that this may fix!

Windows XP Prof froze (cursor immovable and no key action either) at the end
of the boot sequence after this install. Removed it in safe mode and the
system booted normally.
