KB929338 /KB 929339 - High Prioirty ?

After installed KB929338 & KB929339 today on my two EMachine PC (both run WIN
XP SP2). I encountered the following problems

01. Both machines Power Option donot work. Hard disk & System stay on all
the time despite it is set to turn off hard disk at 25 minutes & System
Standby at 30 minutes. It worked prior to the update

02. One of the machine (older model) re-boot itself after the password for
user is entered at the Windows Logon screen. After the re-boot, I can sign
in Windows again. Basically, at every re-start or turn off/on of the system,
I will have to sign in twice. The first sign-in leads to a re-boot by
itself. (There is also an error msg about Windows recovered from serious
problem )

After reading the KB929338 information in MS, looks like this update is to
fix a XP SP2 crash problem.. So if I donot have this problem before, why do I
need to update my system which I believed has causedd the re-boot problem.
Since then , I have done a system restore and the re-bbot problem is gone.
Can someone give some insight on the updates to determine whether it has to
be applied to all XP SP2 or just those experienced the "crash problem" as
detailed in the KB article.
