KB931836 patch

I installed the DST patch to our 2003 servers and XP workstations but was
suprised to see that thier time was off by one hour. When I removed the
patch, the correct time was restored. There is a domain controller that is
syncing with a NIST time server. Any ideas? Should the patch be removed or
is there yet another patch?
