I strongly recommend:
[a] Installing .NET Framework updates and service packs via scheduled
events when no user is logged on, or
[b] Installing .NET Framework updates and service packs from the console
when it's known for sure that no other Framework-based applications are in
use.
If the update fails in both of those scenarios, then you might have a
defective installer, or a defective installation of the applicable .NET
Framework.
It's also conceivable that the detection logic of the update is defective,
and the machine does not even have the .NET Framework v3.0 installed -- in
which case the update would also fail installation.
