KB938127 appears to install fine, however XP still thinks it needs

I have a number of machines (XP Pro sp2 and XP Pro sp3 all running IE7) that
are having problems with Security Update for IE 7 KB938127. I am able to
install the update just fine, however, XP keeps thinking it needs to install
that update. The update even appears in the Add Remove Programs list of
update.

Why doesn't XP seem to know or believe that this update truly is installed?
and how can I resolve this problem?

Probably because it's not...

Find the File Information for the update...

http://support.microsoft.com/?kbid=938127#

Scroll to the versions which are appropriate for the OS your are updating...

Then check your harddrive for which versions you actually have.
In particular (for this example) make sure that the version of vgx.dll
found in both the %ProgramFiles% directory and in the dllcache
directory is the same and consistent with what the file information
in that KB article tells you.

With your help I was able to resolve the issue. I took a look at things and
found the file in %ProgramFiles% was a bit odd. It had the right file size
etc but it did not display a version number (just blank). I then copied the
one from the dllcache directory (which on the surface looked the same, but it
did display the correct version number) to %ProgramFiles% and all was well.
