KB938127 cannot be isntaleld

Many of us cannot install Security Update for Internet Explorer 7 for
Windows XP (KB938127). The update cannot be installed even in safe
mode. According to
http://www.microsoft.com/downloads/d...displaylang=en,
I don’t understand the following contents:

Supported Operating Systems: Windows XP Service Pack 2; Windows XP
Service Pack 3

This update applies to Internet Explorer 7 with the following
operating systems:
Windows XP SP2

Since the update applies to SP2 with IE7, why XP SP3 is the supported
OS? Why the update would be offered to the users who are running SP3?

What’s more, according to

There are no Bulletins for SP3.

IE7/WinXP SP3 was added toAffected Software section of
http://www.microsoft.com/technet/sec.../ms07-050.mspx on 26
Apr-08. That's all that matters.
