KB941649 Crippled my os

I received the notification in reports and solutions for update kb941649,
installed it, restarted, and began receiving error messages. Upon start up I
got endless dialogs saying error loading wtsapi32.dll (among other dll
files). upon log in i get more of these error dialogs and messages telling me
mouse suite daemon has stopped working as well as the media center tray
applet. I cannot access the control panel, folders, or internet explorer.
when i try to shut down, i get more error messages to click through and
finally it goes to the log in screen (doesnt shut down). I attempted opening
system restore but I get an error message when I do so.
What is going on?
I checked out the page for the update...

....and noticed the many dll files that my computer experiences errors when
loading are listed.
Dell phone support told me I would have to reinstall vista entirely and lose
all my files.
How can I resolve this without doing a full reinstall? Which is hardly a fix
in my opinion.
