KB946041 Does not install and does not give a definite reason.

Have done the usuall:
(1) ran a restore and tried installing it by itself.
(2) restored and tried installing it manually after downloading the software.
(3) Windows Module Installer was already set to Manual.
(4) Tried running "fsutil resource setautoreset true C:\ first.

It will appear to load but when the system is going down for the restart it
gives a vague message: Some changes could not be completed, will try on
startup.

On startup it says: Failed, will restore ...; but it does not restore.

My restore will only work from SAFE MODE startup. It has been like this
since day 1.

The virus known as WINDOWS UPDATE has infected you system. MickeyMouseRoSoft
needs more Vista sales so if you have just had enough you can always go out
and buy their new OS. But wait. The regular trolls on this group will tell
you it is YOUR fault and this only happens to a "few" and you would be best
advised to spend countless hours debugging your system. Wait, I will get
