KB951066 - MS OUTLOOK EXPRESS FOR WINDOWS 2000

Since I installed the above update dated 13-8-2008 I cannot access my e-mail.
Errors 0x800CCC15 and 0x800CCC19 come up persistently.
1. Trying to Uninstall KB951066 gives a warning that 4 other updates might
no longer work which makes that option a high risk.
2. Other workarounds proposed are to install MS Outlook Express 6.0 again
from the distribution CD - and probably lose all updates since that version.
3. The workaround that does work - download Thunderbird and use that until a
patch eventually does become available to fix the hairy patch to MS Outlook
Express 6.0. for Windows 2000 contained in KB951066. Works, but definitely
not ideal!

Has anyone experienced & fixed this before?

I very much doubt that KB951066 caused this issue.

Troubleshooting error messages that you receive when you are using OL and OE

Disable email scanning by your anti-virus application. It provides no
additional protection and even Symantec says it's not necessary:

Hi PA Bear,

Thanx for the tips & the superfast reply! Tried & checked them but still no
MS Outlook Express access - problem still there. Still limping along with
Mozella Thunderbird which does download my e-mail. Why "limping", because it
does have its own way of doing things that I have to get used to after
exclusively using MS OE for years. I am not complaining ....
Also considered moving from MS 2000 to XP, but not feasible at this time.
Will hang in there until MS KB-Patch becomes available (prisoner of faith!).

Your current Identity may be damaged, especially if its the default Main
Identity. Try one or more of your accounts in a new Named Identity (File |
Identities | Add new identity). Assuming all is well, (1) compact all
folders in the old identity, (2) import messages from the old identity into
the new one, and then (3) delete the old one (File | Identities | Manage
Identities).

To avoid such corruption in future in Win2K:

- Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

- Empty Deleted Items folder daily.

- Disable Background Compacting and frequently perform a manual compact of
all OE folders while "working offline". More at

- Disable email scanning by your anti-virus application. It can cause
corruption (i.e., loss of messages), it provides no additional protection,
and even Symantec says it's not necessary.
