Microsoft Update downloads KB951066 every time I turn on my PC. All of the
other updates of the last few days have downloaded and installed without a
hitch. But this one downloads and fails to install. The strange thing is that
the file has 0 KB.

Tip: Temporarily disable real-time protection by your anti-virus and/or
anti-spyware applications (e.g., CounterSpy, Spysweeper, Spybot Tea Timer,
AVG Anti-Spyware) and/or any third-party firewall (e.g., ZA) before
attempting to install the update(s). If you disable the third-party
firewall, make certain that you enable the Windows Firewall!

3a. Check your WindowsUpdate.log (%windir%\WindowsUpdate.log) for errors
associated with the download/install.

Yes, I've already tried that but the only solution is to stop update so I
don't have to listen to the annoying pop of another useless download
notification. The strange thing is even in the middle of the 30 or so failed
installations of KB951066, 10 other updates successfully downloaded and
installed. Why did KB951066 alone fail to install?

Depending upon whether you wish to fix the problem or ignore the same -

To ignore the problem - hide the update.

To fix the problem, -

1. Did you try manually downloading and installing the update?

As you said you had followed PA Bear's advice so,

2. What was the error in windowsupdate.log regarding this update? We can't
tell you why it didn't install if you don't provide any information.

3. Did you request help from MS on this security update?

Success! Thanks a lot for mentioning the windowsupdate.log. I'd never heard
of it before. I did a search for it on my computer, 'read' it, found the
error number(0x80070003), Googled it, and went to a Microsoft support site
which provided the answer to how to successfully download and install the
file.
