KB951847 involving .Net Framework

After appling the update I have been unable to use aTN3270 webbased emulator
that uses .Net Framework 2.0. It will work while signed on as Administrator
but will not work under the user id. It seemed to work fine before appling
this update. Does this make sense? Do I have to worry about any other
updates that I need to remove before removing this one? This is running on
Windows 2003 server. There had been kn changes to security or permissions so
I don't think that is the issue.

What are the specific symptoms for that case?
You could use ProcMon to supplement them
if necessary.
