KB967715 not installed correctly

It seems that I am having a similar problem to many of you with this update.
It's been downloaded and installed repeatedly. States install complete and
shows up as installed on update history however the update does not appear in
my Add/Delete programs list so I don't think it's completely installed. I am
on SP2. I had installed SP3 a long time ago and it hosed my system so MS
support backed it out for me however I think there are still some tags in my
system that thinks it's on SP3. Don't know if that adds to the complexity of
the issue.

Thank you. I followed info in the link and the problem with KB967715 has
been corrected. It was interesting, however, to note that I think I may
still have residual problems with the uninstall of SP3 since the dll
referenced is for SP3 and I thought I was backed out. Appreciate your help.

I've had a similar issue, where I've been unable of installing kb967715.
Using ProcExp I figured that it was trying to write to
HKLM\Software\Ms\Win\currVer\policies - a key that somehow everyone was
lacking access to. So I gave administrators access - and the fix installed
just fine. From the command line you can run the following in a cmd:
subinacl /keyreg
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\policies
If your user/administrators aren't in the list, or just have read access,
use same command as above and append this: /grant=administrators
