All other updates applied.

It fails with error code 800736B3.

I can't locate any information about that error code. When I click on the
"Get help with this error" option, windows says that I'm not connected to
online help. Obviously it's not an issue with being connected to the
internet.. as I couldn't type this otherwise.

More importantly find some context in whatever diagnostics were created
on your machine when the install was attempted, so you can know *which*
module(s) are "referenced". E.g. search for string 14003 or 36B3
in files which the update created or modified.

Looks like you could be missing a pre-requisite of this update
but probably missing it in such a way that it looks to be installed.
So an alternative approach to diagnosing the specific module which
is causing your problem symptom might be reinstalling the update's
pre-requisites. Unfortunately the article only mentions the OS.
E.g. no particular component is mentioned which might be removed
or added.

BTW it looks as if your processor type could be a factor too.
E.g. the module list for X64 cases mentions AMD a lot.

Finally, a check of the associated TechNet Security Bulletin
(linked from above KB article) shows that for your OS the scope
of the reported vulnerabilities is Low. Workaround information
is available there too and there is also an implication that other
packages you have installed, such as Office, could be an additional
significant factor.
