KB973514 Update will not install - Error code 80070641

I have been trying to install this update for Microsoft Office 2007 Junk
e-mail filter: KB973514 forever. All I get is error code 80070641 which I
cannot locate in the Microsoft Support Error Code List.

I contacted a support tech who walked me through about four scenarios - none
of which worked. They included turning off firewalls; verifying the relevant
Windows Update services; renaming the Windows Update Software distribution
folder; manually downloading and installing the Office update.

At any rate, I still have no solution to this dilemma! I've read a lot of
posts, but it doesn't seem anyone else has an easy fix for this either.

Assistance would be greatly appreciated

The 641 part of hexidecimal 80070641 is 1601 decimal.
Typing in a command prompt

net helpmsg 1601

gives

The Windows Installer Service could not be accessed. This can occur if the
Windows Installer is not correctly installed. Contact your support personnel
for assistance.

Thanks Rick. This includes approaches I've not yet tried, which gives me a
glimmer of hope. I'll work this. Meanwhile, thanks again for your reply and
