KB976098 install fails all the time

I cannot get this update to install. Perhaps I don't really need it. The
desciption of why it fails is totally worthless.


Error Code: 0x8007F0F4
Try to install the update again, or request help from one of the following

Any ideas?

See the section "Updates from the previous cumulative Windows time zone
update" in http://support.microsoft.com/kb/976098. If you don't live in one
of those time zones, you can hide this update.
