keep getting error 80070422 in windows vista

I use the latest version of windows vista ultimate.
Every time i restart my computer and i try to do a windows update i get this
erros.
I follow the instruction and enabling the windows update service solves the
problem but after a restart the service is not running again.
What can i do to fix this problem?
