KERNEL32.DLL corrupt?

After reformatting with Windows Home Premium 64bit I cannot run an
32-bit operation. If I do this pops up in an error

"The procedure entry point Wow64RefertWow64FsRedirection could not b
located in the dynamic link library KERNEL32.dll

How do I fix this? I cannot run any registry fixers because when I g
to open them that error pops up :

Hi,

Did you reinstall the 32 bit software? Or are you tryiing to run it from the
pre-existing program folders?

If you already did run a registry cleaner, check to see if it has an undo
function and use it.

Otherwise, it sounds like your clean install did not go properly and you
will need to wipe and reload.
