Regularly, my keyboard is producing incorrect punctuation and some letters.
question mark gives me É
forward slash gives é
apostrophe gives è
quotes gives È
occasionally the @ sign gives other signs.

Almost like it switches to French, spontaneously. I have to restart computer
to get it back to normal, but it is happening more often.
Any thought on what is causing this, and what I can do to correct it
(question mark)
Thanks.

Go to Control Panel > Regional and Language Options > Keyboards and
languages tab > Change Keyboards button, and remove ALL Canadian keyboards
except for 'English (Canada)'..

From your (fake) e-mail address I may conclude that you are Canadian.
So, most likely you've got English (Canada) and French (Canada) regional
setting.

I am also using two keyboard layouts (although for diferent languages).
The keyboard sequence to change (swap) keyboard layouts (on my computer) is
Left Alt +Shift. So if you are a Photoshop user (like I am) you may end up
with the oposite keyboard layout than the one you expect. The hot key for
swapping keyboard layouts can be redefined or disabled in Control Panel,
Regional and Language Options, Keyboards and Languauges, Change
Keyboards..., Advanced Key Settings tab, Change Key Sequence.
