Keyboard Properties Missing

I just found that the Keyboard Properties are Missing in Control Panel.

Does anyone know how I can get them back?

You mean it's not a submenu under "Hardware and Sound"?

I mean that there is no icon for keyboard in the control panel. So, I
cannot adjust the keyboard repeat rate.
