keys & SHIFT keys not working properly in Vista Home Premium

I have just bought a Toshiba A200 notebook pre-installed with Vista Home
Premium, & I am having trouble with 3 key commands: when I press the ` key,
nothing happens, pressing it again gives me twosymbols: ``. Same with the
apostrophe key: ' (i.e. nothing first key press, '' after 2nd key press);
also pressing SHIFT with those 2 keys has the same result, viz: ~~, and "",
and SHIFT plus the 6 key has the same problem: ^^
Does anyone have a fix, couldn't find one on the Help & Support section?

Have you contacted Toshiba Support about this issue? Sounds more like
hardware than a software issue.
