klv metadata parsing

I have no experience using Microsoft Media products, but I would like to know
if I could consider making the effort. I have to develop some functionalities
that need to parse klv metadata from mpeg-2 transport files. Is that possible
with the development toolkit of MS?
In the future, I will also need to produce an mpeg-2 transprot file
inserting a klv track and a video track. Is that at all possible using MS
tools? Or perhaps, is there some product offering these functions and based
on MS Windows Media?
