KMS Acitvation fails on vista client 0xC004F038

I'm trying ot activate a Vista VM via KMS. I activated the KMS host
today and it shows up as "licensed" it also has a count of 0

I tried a slmgr -dli all on the vista machine and I can see my KMS
host listed as the KMS machine. However the vista client still shows
a grace period key and 15 days left.
I've tried to activate it manually and I get a 0xC004F038 error
telling me I have an insufficient count.

What's going on?

Count on KMS host is not high enough. KMS count must be 25 or greater.
