Lame Message Launching A .doc File Attachment in Windows E-Mail

Here is the message:

This file does not have a program associated with it for performing this
action. Create an association in the Set Associations control panel.

If you type Set Associations in the magic help box of the Start menu you are
not routed immediately to some control panel that handles associations of
filename extensions with applications that handle files of that type. Either
the message is worded incorrectly or the help mechanism isn't educated as to
what Set Associations refers to.

Can anyone suggest to Microsoft how they might reword this message so that
end users get helpful guidance from the software?
