I wan to buy a laptop in Germany whit Vista Home Premium and wood like
to know if I take the vista serial that I get whit German laptop and use
it to install a English version of Vista Home Premium will it work?

No. If you want English, buy it in English. (Or purchase Vista
Ultimate, for which you can then download and install MUI language packs.)
