Hi I am considering buying a computer in Switzerland with a license of
windows vista. The problem is that I can only get the windows vista in German
and my german is only medium at the moment.
So If I have a license to a german version of windows vista will this also
work for a english version and is it possible to get a recovery disk so I can
reinstall an english version instead? Maybe there is some kind of language
file you can download from the windows download center. Does anybody have any
recomandation what to do, I would like to have an idea before I buy this
computer.

If its ultimate edition you can get MUI's (100% localized) via Windows
Update (english surely available there), if its another edition you will
get LIP (80% localized) whenever it will available.

The only way you can change languages is with the Business or Ultimate
editions of Windows Vista. Any other version will require that you buy a
full copy of the version of Windows in the language you want and wipe and
install it.
